INVITATION TO BIDDERS
SMITH ROAD SRTS – FAIRLAWN (PID 120279)
Online Bids through BidExpress (www.bidexpress.com) will be received until 10:00 A.M. Eastern Standard Time on April 29, 2026 for the SMITH ROAD SRTS – FAIRLAWN (PID 120279).
The City of Fairlawn will only accept and consider bids that have been produced and submitted via Bid Express. All handwritten bids and bids generated electronically from software other than Bid Express shall be considered non-responsive and ineligible for award.

Each bidder is required to file with its bid a certified check or cashier ’s check for an amount equal to five percent (5%) of its bid, but in no event more than fifty thousand dollars, or a bid bond for ten percent (10%) of its bid payable to the “City of Fairlawn. ” Copies of the Check or Bid Bond shall be included as an attachment to the online bid solicitation. Original checks to guaranty bids must be delivered by 10:00 A.M. on the bid opening date to the City of Fairlawn, Office of the Mayor, 3487 S Smith Road, Fairlawn, OH 44333 in a sealed envelope marked Smith Road SRTS – Fairlawn (PID 120279) Bid Guaranty, [Contractor Name]”. The check must be drawn on a solvent bank made payable to the City of Fairlawn, OH. No proposal will be considered unless its bid bond can be verified by the bonding company or the original check to guaranty its bid is submitted to the City of Fairlawn in advance of the bid opening.
This project is funded by the Federal Highway Administration and thus all bidders shall comply with the prevailing wage rates as determined by the United States Secretary of Labor, along with other provisions included within the contract documents that are applicable to Federal-Aid projects. Contractors shall use only the classifications and wage rates set forth in the United States Department of Labor (USDOL) wage decision found at website noted below on certified payrolls. Additionally, please note that the wage modifications in effect at the time of the project sale date shall be used by all contractors. The USDOL wage decision may be viewed at https://sam.gov/wage-determinations.
Prequalification
Bidders must apply for prequalification with the department at least 30 days (for joint ventures, 5 days if both are currently prequalified) before the date set to open bids. For Joint Venture bidding please see Rule VII of Rules and Regulations for Qualifications of Bidders. Information pertaining to prequalification may be obtained from the Office of Contracts, Contractors Qualifications Section, First Floor, Department of Transportation Building, Columbus, Ohio telephone number 614-466-2823.
Bidder must possess a valid Certificate of Qualification, as defined in Section 5525.03 of the Ohio Revised Code, at the time the bid is submitted for this project. The bidder should provide a copy of the valid certificate with the bid submittal.
Two or more persons, partnerships or corporations may bid jointly on any one project, but only on condition that prior to the time bids are taken on the project the bidders make a joint application for qualification and obtain a joint Certificate of Qualification.
The engineer’s estimate of cost for this project is $549,099.33.
The right is reserved to reject any or all proposals, to waive technicalities or to advertise for new proposals, if in the judgment of the awarding authority the best interests of the City will be promoted thereby.

BOARD MEETING
Notice is hereby given that the Housing & Fire Appeals Board meeting will be held at 5:30 P.M. on Thursday, April 23, 2026 at the Natatorium located at 2345 4th St, Cuyahoga Falls, OH 44221.
The Board shall conduct hearings to allow a petitioner, who has been issued a notice and order in connection with the enforcement of the Housing Code found in Chapter 13 Title Seven of the Codified Ordinances of Cuyahoga Falls, Ohio, an opportunity to be heard and to show cause as to why the notice and order should be modified or withdrawn.
